SKOCH Smart Governance Order of Merit Awards:

SKOCH Smart Governance Award is an initiative recognising top performing government organisations and organisations working with the government, operating at local, state and national level in the area of Health, Education, Rural Development/Panchayati Raj, Urban Development, Finance, and Security. It is a step towards recognising the best practices and models of governance for excellent and efficient implementation of programmes and services delivery. Computerization of Blood Banks across Rajasthan has been rated amongst the top 100 e-Governance projects in India, under Skoch Smart Governance Award 2015.

1. Computerization of Blood Banks across Rajasthan

C-DAC Blood Bank Management System (BBMS) is a comprehensive IT solution attempting to address this problem by providing means to connect, digitize and streamline the workflow of blood banks. The C-DAC BBMS strictly enforces NACO (National AIDS Control Organization) and NABH (National Accreditation Board for hospitals and Healthcare Providers) guidelines ensuring safer collection & donation, effective management and monitoring the quality of the donated blood. In order to realize this, the BBMS has been developed on configurable rule based architecture allowing customizations to easily incorporate specific requirements from the stakeholders.

The C-DAC Blood Bank Management System has been implemented across 28 blood banks under the Rajasthan State AIDS Control Society (RSACS). The system is deployed over a cloud infrastructure adhering to stringent security and privacy policies. The system is accessible to the staff of the blood banks via a dedicated private network ensuring security and privacy of the information while the citizen services can be accessed through a web portal of Government of Rajasthan.

2. Equipment Management & Maintenance System (e-Upkaran) for Rajasthan State

Medical equipment is an essential part of the health care industry. Proper equipment management and maintenance ensure that they remain safe for its intended use, operational life is maximized and lifetime cost is minimized. e-Upkaran application helps hospitals to achieve this ultimate goal.

The e-Upkaran which runs centrally from data center provides equipment management and maintenance services to hospitals under the control of Rajasthan State Government. The services provided can be broadly classified into Inventory management, Complain Management and Demand & Procurement Management.

The application helps to share the information between hospitals and the central agency for effective management and maintenance of equipment in a faster and reliable manner.This in turn helps in monitoring the equipment complains and their maintenance effectively and procure new equipment economically without compromising the quality and avoid redundant equipment purchase. Overall this helpsinproviding better healthcare services to patients in hospitals.

3. Central Drugs Standard Organization (SUGAM)

SUGAM is a web-based system that replaces the existing manual system and processes of India Drug Regulatory agency-CDSCO It is a single window that connects Pharmaceutical industry, CDSCO offices across India and citizens of India. It encompasses the complete life-cycle of User application starting from application submission to CDSCO till grant of licenses and approvals from CDSCO. SUGAM portal was launched by Honourable Union Minister of Health and Family Affair on 14th Nov 2015 at at Indian Pharmacopoeia Commission (IPC) , Ghaziabad.

4. Online License Seva for Bureau of Indian Standards(BIS)

Bureau of Indian Standards (BIS) is the National Standards body of India, functioning under the aegis of Ministry of Consumer Affairs and Public Distribution, Government of India. BIS has published more than 20000 Indian Standards (IS) and Priced Publications (PP) to ensure the quality of products, more than 400 new standards and 400 amendments are published. BIS has CMMS (Certification Marks Management System) that automates its core business processes.

BIS desired a System which is an automation of the BIS Certification processes i.e. to set up a computerized systemfor Grant, Renewal, Surveillance and other operations of licenses for various schemes running under BIS such as Hallmarking, Product Certification etc. Apart from this facility of all its processes should be on a centralized server. The Objective of the System is to:

  • Decrease application turnaround time.
  • Facilitate customers to get BIS certification online.
  • Facilitate BIS staff to process application online.
  • All the certification processes should be on a centralized server.

This project is Website development to promote the BIS services on Internet and increase online sales through encouraging customers to visit the website and make online applications for Licenses. Based on the study of existing systems, user interaction, a web based workflow and integrated system was proposed by C-DAC which would bring all independent components (Product Certification, Hallmarking, Foreign Manufacture Schemes, Management System Certification Scheme and Registration Scheme)to a common platform. Application has been developed in such a way that there is no data maintenance required at local/branch level. Web enabled application has been developed.The Project was delivered on schedule to the client and has helped to increase its customer base.
