Centre for Development of Advanced Computing (C-DAC), is a Scientific Society under the Ministry of Electronics and Information Technology (MeitY), Government of India. General Terms & Conditions:

1. Eligibility and Job Description

  1. The candidate should be a Retired Employee of Central Government/State Government/ PSU/ Autonomous Body having considerable experience in the specific domain.

  2. The candidate should have effective communication and interpersonal skills with ability to provide high quality/ specific skilled service or having specialized and advanced knowledge in specific domain.

  3. The candidate should be able to meet the objectives, perform tasks and deliver output as per the schedule given in the Terms of Reference (ToR) for the engagement of Consultant(s).

2. Period of Engagement

  1. The engagement of Consultant(s) will be purely on short term contract basis. The initial engagement of the Consultant would be for a period of six months, which may be extended depending on the requirement of C DAC and performance review of the consultants, but shall not be extended beyond 5 years after superannuation.

  2. The engagement of Consultant(s) would be of temporary nature against the tasks assigned. The engagement can be cancelled at any time by C DAC without assigning any reason.

3. Age Limit

  1. Not more than 64 years of age on the last date of application

4. Remuneration:

  1. For those who are drawing Govt. pension, a fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the basic pay drawn at the time of retirement. The amount of remuneration so fixed shall remain unchanged for the term of the contract.

  2. For those who are not drawing Govt. pension, a fixed monthly amount shall be admissible, which is 50 % of the last drawn basic pay at the time of retirement.

  3. No annual increment and Dearness Allowance shall be allowed during the term of the contract.

  4. The remuneration, considering the pension being received from any source by virtue of superannuation, shall not exceed 50% of the basic pay drawn at the time of retirement.

5. Selection Procedure

  1. Candidates meeting the conditions shall be shortlisted on the basis of criteria like experience, qualification, etc. The Consultant(s) will be selected by a duly constituted Selection Committee.

6. Working facilities to be provided

  1. Only basic facilities / infrastructure will be provided to the Consultants. No Transport or Telephone/Internet facility at residence, etc., shall be provided.

7. Other entitlements of Consultant(s)

  1. Leave:Consultants on Call basis shall not be eligible for any kind of leave. Only basic facilities / infrastructure will be provided to the Consultant(s).

  2. Allowances: Consultant(s) shall not be entitled to any kind of allowance or accommodation facility, e.g. Dearness Allowance, Conveyance Allowance, Transport Facility, Residential Accommodation, Personal Staff, CGHS, and Medical Reimbursement, etc.

  3. TA/DA: No TA/DA shall be admissible for joining the assignment or on its completion. Foreign travel is not permitted at all. However, should they require to travel inside the country in connection with the official work of C-DAC, TA/DA entitlement shall be as per their eligibility at the time of retirement or as applicable to the equivalent level in C-DAC, whichever is less.

8. Working hours

  1. The Consultant(s) shall have to work as per the normal working hours as per the working hours of C-DAC. However, depending on the exigency of work, one may be required to come early or sit late to complete the time bound work or attend office on holidays. No extra remuneration or fee would be payable if work requires late sitting or coming on holidays. Attendance would be made through Attendance Recording System.

9. Tax Deduction at Source

  1. TDS as admissible shall be deducted from the monthly remuneration of Consultant(s).

10. Confidentiality of data and documents

  1. The Consultant(s) shall utilize or publish or disclose or part with, to a third party, any part of the data or statistics or proceedings or information collected for the purpose of his assignment or during the course of assignment for C-DAC, without the express written consent of C-DAC.

  2. The Consultant(s) shall be bound to hand-over the entire set of records of assignment to C-DAC before the expiry of the contract and before the final payment is released by C-DAC.

  3. The Consultant(s) shall sign an agreement of confidentiality with C-DAC to this effect, which shall contain a clause on Ethics and Integrity.

11. Conflict of Interest

  1. The Consultant appointed by C-DAC, shall in no case represent or give opinion or advice to others in any matter which is adverse to the interest of C-DAC nor shall indulge in any activity outside the terms of the contractual assignment.

  2. The Consultant(s) engaged on full-time basis shall not be permitted to take up any other assignment during the period of consultancy in C-DAC.

12.Termination of service

C-DAC may terminate the services of the Consultant(s), if:

  1. The Consultant is unable to address the assigned work;

  2. Quality of the accomplished work is not to the satisfaction of C-DAC;

  3. The Consultant fails in timely achievement of the milestones as decided by C DAC;

  4. The Consultant is found lacking in honesty and integrity;

  5. Posting of an official who could do the Consultant's job;

  6. The requirement of Consultant for the work assigned ceased to exist;

  7. The undertaking given by the Consultant is found false;

  8. The Consultant completes 5 years after retirement.

The engagement of Consultant(s) can be terminated by giving 15 days' notice in writing from either side. The termination will be without prejudice to either party's rights accrued before termination.

13. Accident, Injury, etc. during the period of engagement

  1. C-DAC shall not be responsible for any loss, accident, damage; injury suffered by the Consultant whatsoever arising in or out of the execution of his work, including travel.

14. Rights of C-DAC

  1. C-DAC reserves the right to cancel the advertisement, and not go for engagement of Consultant, at any stage. It may accept or reject any or all applications, without giving any reasons thereof, whatsoever.

Important Notes

  • The cut-off date for ascertaining the age and experience will be Last Date of Application i.e. 06.03.2024.

  • Only those experiences which are relevant and acquired after the passing date of the qualifying qualification will be considered. The decision of CDAC in this regard will be final and binding.

  • Applications are invited from Indian Nationals only.

  • In case of ambiguity/dispute arising on account of interpretation in version other than English, English version will prevail.

  • Canvassing in any form will be a disqualification for selection.

  • Applicants are required to send printout of application alongwith other documents in hard copy to CDAC.

  • Interview Call Letters, other correspondences (if any) etc. will be sent to applicants only through email to the email id provided in the application. No communication in hard copy will be done by CDAC.

  • Mere issue of Interview call letter will not imply acceptance of candidature or selection as Associate.

  • All queries pertaining to recruitment including selection process should be addressed to CDAC's Recruitment Team only by email to rct3@cdac.in .

  • Kindly note that CDAC has not authorized any agent/ agency for representing CDAC for anything related to recruitment or its processes.

  • CDAC reserves the right to cancel the selection or introduce any Personal Interview/Other selection process without any notice and without assigning any reasons.

  • It is the responsibility of the applicant to assess his/her own eligibility for the position for which he/she is applying in accordance with the advertisement. In case, it is detected at any point of time in future during process of selection or even after engagement that applicant was not eligible as per prescribed qualification, experience etc, which could not be detected at the time of selection due to whatever circumstances, his/her candidature/engagement shall be liable to be cancelled/terminated as the case may be.

Application form duly completed in all respect along with self-attested copies of academic certificates, experience certificates and age proof certificate are required to be submitted to"The Department Head (HR), Centre for Development of Advanced Computing, PB NO: 6520, Vellayambalam, Thiruvananthapuram - 695 033",so as to reach CDAC (T) on or before13.03.2024, superscribing the envelope "Application for the post of Senior Consultant".

Applicant should read all the eligibility parameters and ensure that he/she is eligible for the post before applying.

The candidates must paste recent passport size photograph and enclose self attested copies of certificates in proof of date of birth, educational qualifications, experience, etc.

Applicant should have a valid email id and mobile no. which should remain valid & active till the completion of selection process.

Fill all the details in the application form at the appropriate places.

Incomplete and defectively filled up forms shall be rejected straightway and no subsequent correspondences will be entertained in this regard.

Candidates presently working in a Government / Semi-Government / Public Sector Undertaking / Autonomous Body funded by Government are required to bring a "No Objection Certificate" from their present employer at the time of interview, if called for, failing which they will not be permitted to attend the interview.
