Cuba Engages on Health Informatics and Cybersecurity

A delegation from the Republic of Cuba, led by H.E. Mayra Arevich Marin, Hon'ble Minister, Ministry of Communications, visited C-DAC Delhi on February 23rd, 2026.

The delegation comprised of Mrs. Isabel Greenop, Director of International Relations, Ministry of Communications;Mr. Angel Oscar Pino Hernandez, Director General, XETID; Mr. Samuel Tejeda Díaz, Commercial Director, XETID; Mr. Rafael Luis Torralbas Ezpeleta, President of the Havana Science and Technology Park; H.E. Juan Carlos Marsan Aguilera, Ambassador of the Republic of Cuba in India and Ms. Guadalupe de Regla Fromet Gomez, Deputy Head of Mission, Embassy of the Republic of Cuba in India. Theobjective of the visit was toexplorethepossible areas of cooperation between C-DAC&XETID and Ministry of Communications Government of Republic of Cuba in the field of digital healthgovernance solutions, Cybersecurity & Cyber Forensics and Emerging Technologies.

The meeting commencedwith the welcome address by Mr. Jitendra Singh, Scientist G & Centre Head, C-DAC Delhi. He expressed his sincere gratitude to the distinguished delegation from the Cuba for their visit and highlighted C-DAC's strong commitment to strengthening bilateral cooperation with Cuba in the domain of advanced computing and digital technologies.

H.E. Mayra Arevich Marín, Minister, Ministry of Communications, Government of the Republic of Cuba, delivered the opening remarks and commended C-DAC for its significant national and global initiatives. She appreciated the efforts made in organizing the visit and the meeting, and emphasized the importance of initiating the identified areas of cooperation at the earliest through exchange of letters and formal proposals, followed by entering into a mutual understanding at the earliest possible opportunity. Hon'ble Minister expressed keen interest in collaborating with C-DAC in the areas of health informatics, digital governance, e-Sanjeevani, cybersecurity and cyber forensics, as well as emerging technologies, and suggested exploring practical pathways to commence these initiatives in a time-boundmanner.

Presentation on C-DAC & it's Global Footprint was given by Mr. Abhinav Dixit, Scientist G, HoD-International Cooperation Division (ICD) and Centre Head C-DAC Patna. He highlighted C-DAC's extensive international engagements and showcased its successful projects implemented across countries in Asia, Africa, Pacific Islands and Latin America. The presentation underscored C-DAC's expertise in advanced computing, digital governance, capacity building, and technology driven public service solutions.

Presentation on C-DACe-Sanjeevani was given by Dr. Sanjay Sood, Scientist G from C-DAC Mohali. He highlighted e-Sanjeevani as India's National Telemedicine Service, operating through Doctor-to-Doctor and Patient-to-Doctor (OPD) models. He explained its integration with the Ayushman Bharat Digital Mission, the use of AI-enabled features, scalable cloud architecture and its multilingual interface designed to ensure inclusive and accessible digital healthcare delivery.

Thereafter, a presentation was delivered by Ms. Priyanka Dutta, Scientist E, C-DAC Noida, on Integrated Automation Solutions for Universities and Colleges. She provided an overview of comprehensive digital platforms designed to streamline academic, administrative, and examination processes.

Mr. Arvind Kumar, a Senior Advisor from C-DAC CorporateOffice also attended the meeting, and actively contributed to the discussions.The key interest areas for collaboration opportunities, which werediscussed during the meeting, are:

All esteemed members of the delegation and representatives from C-DAC actively participated in the discussion. It was mutually agreed to identify designated nodal points of contact from both sides, constitute technical working groups, and prioritize pilot projects in key areas such as digital health, e-Governance, cybersecurity, and emerging technologies.The meeting concluded with the Vote of Thanks and was followed by a group photograph to mark the occasion.
