Centre for Development of Advanced Computing (C-DAC), is a Scientific Society of the Ministry of Electronics and Information Technology, Government of India. C-DAC has emerged as a premier R&D organization in ICT&E (Information, Communications Technologies and Electronics) in the country, working on strengthening national technological capabilities in the context of global developments in the field and responding to change in the market need in selected thematic areas. C-DAC represents a unique facet working in close junction with its parent Ministry-MeitY, to implement nation's policy and pragmatic interventions and initiatives in Technology areas. As an institution for high-end Research and Development (R&D), C-DAC has been at the forefront of the Information, Communications Technologies and Electronics (ICT&E) revolution, constantly, building capacities in emerging/ enabling technologies and innovating and leveraging its expertise, caliber and skill sets to develop and deploy products and solutions for different sectors of the economy.

C-DAC's areas of expertise range from R&D work in Foundation Technologies to Product Development, IP Generation, Technology Transfer and Deployment of Solutions. Primary Thematic or Thrust Areas addressed by C-DAC are:

Online applications are invited for post of Registrar - Pay band IV-37400-67000 with Grade Pay of Rs. 8900 to be filled by the way of Direct recruitment/transfer (absorption) failing which by deputation.

The Post will be at C-DAC, Corporate Office at Pune.

Post/Appointment details: The appointment would be against position sanctioned by the Governing council, in continuing contract vacancy, available at C-DAC subject to the applicable provisions of Bye laws and other applicable rules.

Continuing Contract: The Appointment will be on contract basis for a duration of 5 years including the probation period, which shall be renewable based on satisfactory performance review for further periods of five years at a time, till attaining the age of superannuation i.e 60 years.

Pay Band and Grade Pay: PB4 37400-67000 with Grade Pay of Rs. 8900
Mode of Recruitment: Direct Recruitment / Transfer (absorption) failing which deputation.
Age: 50 years (Relaxation as per Government of India instructions).
Reservation: Unreserved.
Educational Qualification & Experience
    For Direct Recruitment:
  1. Graduation in any discipline with 24 years of post-qualification experience

  2. OR
  3. LLB/Post-Graduation in any discipline with 22 years of post-qualification experience

  4. OR
  5. Company Secretary/Two years full time MBA or PG Diploma in Management/LLM with 20 years of post-qualification experience
    OR
  6. Ph. D. with 18 years of post-qualification experience.
           Specified Disciplines:
  • Half of the total experience should be in Administration/HR/Finance/Legal.
For Transfer (Absorption)/Deputation: In case of Transfer (Absorption)/ deputation, officers of the Central / State Govt./PSUs/ Autonomous bodies:
  1. Holding analogous posts on regular basis OR having 2 years of regular service in the Pay Band (PB-4) 37400-67000 with Grade Pay of Rs.8700/-)
  2. AND
  3. Possessing the qualification and experience prescribed for Direct Recruitment as mentioned above
Job Description and Requirements: The post of the Registrar is one of the key positions in the administrative set up of C-DAC.
  • The Registrar shall act as Non-member Secretary to the Governing Council (GC) and the Coordination Committee (CC) of C-DAC and Member Secretary to the Management Board (MB).
  • Registrar shall in all matters concerning C-DAC, act under the general control and orders of the Director General.
  • Registrar shall be in charge of the records and correspondences relating to C-DAC, subject to the directions of the Director General.
  • Registrar shall be in charge of the Administration of C-DAC and discharge responsibilities under the overall supervision of Director General.
  • Registrar is expected to be a person with positive attitude and capable of efficiently handling administrative challenges faced by organization from time to time.
  • Registrar should be a person with proven ability and capability to coordinate with various centres and also have the ability to interface efficiently with Government/Semi - government/Municipal corporation and with academic/R&D/industry and other IT institutions and professional bodies/Societies.
  • He should have outstanding track record and ability to lead the team of officers, subordinates and seniors and co-ordinate with various wings of C-DAC.
  • Registrar should have the ability to guide, motivate and harness a team of administrative personnel towards achievement of institutional goals and should have the ability to independently manage the administration of C-DAC considering all organizational aspects.
  • He should have sound knowledge of Government Rules and Regulations including FR/SR, CCS (CCA) Rules etc.
  • He should have ability in organizing senior level meetings and also should be largely familiar with the functioning of Government / Semi Government / PSU's / Autonomous Bodies etc.
  • Working knowledge in computers is essential.
  • Exposure to working of Autonomous bodies is a desirable requirement.
