Advancing India–Tanzania Cyber Defence Collaboration

Delegation from Tanzania People's Defence Force (TPDF), led byBrig Gen Fabian Gaspar Machemba, Acting Chief of Defence intelligence visited C-DAC, Delhi onFebruary18th, 2026.

The delegationincluded of Col Hassan Omari Yunga, Lt. Col. Edgar Edward Mpindasigulu; Maj. Abdulkarim Mohamed Mondoa; Maj. Amri Kitwana Abdallah; Maj Noah Bonaventura Kong'oa and Wg. Cdr. Navin Kumar, DCyA, Ministry Of Defence, Government of India. The visit aimed to identify and advance potential areas of collaboration betweenC-DAC & TPDF in the field of Cybersecurity and Cyber Forensics.

The meeting commenced with a welcome address by Shri Jitendra Singh, Scientist G & Centre Head, C-DAC Delhi. He expressed his sincere gratitude for the delegation's visit and highlighted C-DAC's keen interest in strengthening bilateral cooperation with the United Republic of Tanzania in the areas of advanced computing and digital technologies. He further emphasized C-DAC's commitment to knowledge exchange, capacity building, and collaborative research initiatives.

Thereafter, opening remarks were given by Shri Magesh E, Director General, C-DAC. He provided an overview of C-DAC's legacy as India's premier R&D organization under the Ministry of Electronics and Information Technology (MeitY), highlighting its contributions to advanced computing and strategic technologies. He emphasized the strong potential for India–Tanzania collaboration in advanced computing, cybersecurity, digital forensics, artificial intelligence, and strategic IT systems relevant to defence and national security. He further underscored opportunities for technology transfer, joint research, and capacity-building initiatives to strengthen bilateral cooperation in emerging technologies.

Brig. Gen. Fabian Gaspar Machemba, delivered his address on behalf of the delegation. He appreciated C-DAC's role in strengthening the national technology ecosystem and contributing to digital transformation. He emphasized the critical importance of cybersecurity and cyber forensics tools in the defence sector to address emerging cyber threats. He highlighted the need for capacity building, specialized training, and advanced forensic solutions to enhance operational readiness. He also shared key requirements of the Tanzania People's Defence Forces in digital evidence analysis and network security, and expressed interest in structured collaboration with C-DAC to develop sustainable capabilities. He also conveyed his sincere thanks to C-DAC for organizing the meeting and facilitating meaningful discussions.

Shri Abhinav Dixit, Scientist G; Head – International Cooperation Division; and Centre Head, C-DAC Patna, delivered a comprehensive presentation on C-DAC and its global footprint.He underscored the organization's successful engagements across Asia, Africa, and Latin America, and reiterated C-DAC's commitment to extending technical expertise and strategic partnership to the Tanzania People's Defence Force (TPDF).

Thereafter, a presentation on C-DAC's cybersecurity initiatives was delivered by Dr. Ch. A.S. Murty, Scientist G & Centre Head, C-DAC Kolkata. He elaborated on C-DAC's indigenously developed cybersecurity and cyber forensic tools and their deployment across various government and strategic sectors. He emphasized the importance of cybersecurity solutions in strengthening the national development ecosystem and safeguarding critical digital infrastructure. Dr. Murty also highlighted C-DAC's role in supporting India's secure digital transformation through research, innovation, and capacity building. Furthermore, he discussed the establishment of dedicated training centres in cybersecurity and cyber forensics to enhance skill development and national cyber preparedness.

Subsequently, detailed deliberations were undertaken to chart the way forward between C-DAC and the Tanzania People's Defence Force (TPDF). The discussions centered on prospective collaboration in cybersecurity and cyber forensics, with particular emphasis on augmenting technical capabilities.

It was proposed to launch structured training programmes under the Indian Technical and Economic Cooperation (ITEC) framework to develop skilled human resources. The dialogue also encompassed the deployment and live demonstration of indigenous forensic solutions such as Cyber Check, Mobile Check, and Advik, in addition to vulnerability assessment and penetration testing tools.

Both sides underscored the importance of sustained capacity building, knowledge exchange, and long-term institutional cooperation in strategic cybersecurity domains.

The delegation was presented with a memento by the Director General of C-DAC as a gesture of goodwill and appreciation.The engagement concluded with a group photograph, followed by a lunch which facilitated informal interactions and further reinforced the spirit of bilateral cooperation.
