Workshop on Building an Electronic Evidence Governance System

C-DAC Mumbai hosted a workshop on "Electronic Evidence Governance System" at its Juhu center on August 23rd, 2025. The event brought together core representatives from MeitY, C-DAC, law enforcement agencies, National Forensic Sciences University (NFSU), and IIT Jodhpur to discuss policy alignment and national platform development.

The event commenced with Shri. Aditya Kumar Sinha, Executive Director, C-DAC Mumbai, setting the context of the workshop. He highlighted the significance of electronic evidence and emphasized the vision of strengthening trust in governance and justice delivery. He underscored the need to establish an ecosystem where electronic evidence is as reliable as physical evidence - tamper-proof, trusted, and universally admissible. He concluded by reaffirming C-DAC's commitment to this cause, working in close partnership with law enforcement agencies, the judiciary, academia, and industry. And also exploring futurist domains like AR/VR in forensic analysis, real-time tamper detection, audit trails, and integration with national systems like CCTNS and I4C.

The workshop was graced by Shri. Vinit Wankhede, IPS, Director General of Police, Tamil Nadu, as the Chief Guest. He conducted an engaging session on the "Conceptual Framework for EEGs," simplifying the concept of Digital Evidence in layman's terms and highlighting key considerations in designing EEGs. He further emphasized the need for collaboration between technology experts, academia, and law enforcement agencies to bridge existing gaps and developing technologies supported by a strong conceptual framework.

The Guest of Honour, Shri. Deepak Goel, Scientist G & Group Coordinator, MeitY, graced the occasion and delivered a presentation on the lifecycle of electronic evidence, outlining the process flow and the architecture for handling exhibits. Shri. Bharat Gupta, Scientist F, MeitY, was also present at the event.

Several dignitaries from diverse departments delivered insightful technical talks on the Electronic Evidence Governance system. Cmdr Sandeep Wadhwa (Rtd.), Executive Director (Corporate & Government Business), C-DAC, was also present at the event, interacted with the dignitaries, and shared updates on the ongoing technical development initiatives at C-DAC Mumbai.

The speakers included Shri. Vijay Gehlawat, Assistant Commissioner of Police; Dr. P. Paul Ramesh, Deputy Director of Forensic Sciences; Shri. Noor Ul Hassan, Crime Branch Headquarters, J&K; Prof. Parag Rughani, Dean, School of Cyber Security and Digital Forensics; Shri. Arun Kabilan, IPS, Superintendent of Police, Tamil Nadu; Prof. Richa Singh and Prof. Mayank Vatsa from IIT Jodhpur.

Several senior officials from C-DAC also attended the workshop. Dr. Ch. A. S. Murthy, Director, C-DAC Kolkata, facilitated the group discussions and led the breakout sessions. Shri. Jitesh Choudhary, Director, North East; Shri. Riteish Mukherjee, Scientist F, C-DAC Kolkata; Dr. Priyanka Jain, Scientist F, C-DAC Delhi; Shri Anwar Riyaz, Scientist E, C-DAC Thiruvananthapuram; Dr Kapil Kant Kamal, Scientist F, Shri. Nipun Pandey,Scientist E, Shri. Shagun Baijal Scientist E, Shri. Chetan Abhirao, Scientist E, Dr. Leena Chourey Scientist E,Shri. Prakash Pimple, Scientist E, Shri. Samadhan Manore, Scientist E, Shri. Anupam Saxena, Scientist E from C-DAC Mumbai were also present.

Shri. Peeyush Chomal, Scientist F & Sr. OSD to ED, C-DAC Mumbai, was the chief coordinator of the event, overseeing all collaborative efforts. Ms. Sonal Kamal, OSD to ED, C-DAC Mumbai, coordinated the programme and served as the master of ceremonies.

Round table discussions were held with participants, including representatives from law enforcement agencies, who were divided into groups. Each group was assigned a C-DAC representative to act as Rapporteur. The discussions focused on key topics such as "gaps in current digital evidence handling systems across jurisdictions" and "the role of AI/ML in evidence analysis, indexing, and chain of custody validation," etc. The discussion was interactive, and the sessions were engaging. Stakeholders highlighted their challenges, and C-DAC, along with technical agencies, will further collaborate to enhance solutions that address their critical needs.

The programme concluded with a Vote of Thanks delivered by Shri. Jitesh Choudhary, Director, C-DAC North East, who also summarized the key highlights of the event.
