Cuban Delegation Visits C-DAC Delhi to Foster Collaboration in Digital Innovation

A delegation from the Embassy of the Republic of Cuba in India, led by H.E. Juan Carlos Marsan Aguilera, Ambassador of the Republic of Cuba to India, visited C-DAC Delhi on October 13th, 2025. The delegation included Mr. Angel Oscar Pino Hernandez, Director General, XETID, Republic of Cuba; Mr. Samuel Tejeda D?az, Commercial Director, XETID, Republic of Cuba; and Ms. Guadalupe de Regla Fromet Gomez, Deputy Head of Mission, Embassy of the Republic of Cuba in India.The primary objective of the visit was to explore potential areas of collaboration between C-DAC and XETID in the domains of digital health and governance solutions.

The meeting commenced with a welcome address by Mr. Jaibheem Gaikwad, Project Manager, ICD, C-DAC Delhi. He extended a warm welcome to the delegation, expressed gratitude for their visit, and emphasized C-DAC's commitment to strengthening bilateral cooperation with the Republic of Cuba in the areas of advanced computing and digital technologies.

Thereafter, Mr. Jitendra Singh, Scientist G and Centre Head, C-DAC Delhi, delivered the opening remarks. He provided an overview of C-DAC's legacy as India's premier R&D organization under MeitY and highlighted the potential for India?Cuba collaboration in advanced technologies such as AI, HPC, and e-Governance, with a focus on technology transfer, joint research, and capacity-building initiatives.

A presentation on "C-DAC and Its Global Footprint" was delivered by Mr. Vijay Kumar Kayat, Scientist E, International Cooperation Division (ICD), C-DAC Delhi. He elaborated on the offerings proposed for XETID, which included training of trainers, short-term certificate courses for trainers and students under e-ITEC/ITEC (both online and offline modes), establishment of Centres of Excellence in IT (CEIT), capacity building in ICT, and digital empowerment through indigenous solutions. Mr. Kayat also highlighted C-DAC's successful projects implemented across Asia, Africa, and Latin America, reaffirming C-DAC's commitment to extending technical support and fostering partnerships with Cuban institutions.

Thereafter, Ms. Madhu Bhatia, Project Manager, DHID, C-DAC Mohali, delivered a presentation on C-DAC's e-Sanjeevani. She elaborated on the platform as India's National Telemedicine Service, outlining its two operational models - Doctor-to-Doctor and Patient-to-Doctor (OPD). She also highlighted its integration with the Ayushman Bharat Digital Mission, the use of Artificial Intelligence, its cloud-based architecture on Azure, and the availability of a multilingual interface.

Mr. Arvind Kumar, Senior Advisor, C-DAC Corporate, also attended the meeting and actively contributed to the discussions, particularly focusing on strategies for international collaboration and capacity-building initiatives.

The meeting highlighted several key areas of mutual interest for potential collaboration, including:

Juan Carlos Marsan Aguilera, Ambassador of the Republic of Cuba to India, commended C-DAC for its national and global initiatives and appreciated the efforts made in organizing the visit and meeting. He expressed interest in initiating the proposed areas of cooperation at the earliest, through the exchange of letters or proposals, followed by the formalization of an understanding in due course.

Mr. ?ngel Oscar Pino Hern?ndez, Director General, XETID, Republic of Cuba, conveyed his gratitude to C-DAC for the comprehensive presentations and valuable insights on e-Sanjeevani and India's digital governance systems.

The delegation also visited the PARAM Rudra facility, and the meeting concluded with a Vote of Thanks, followed by a group photograph to commemorate the occasion.
